Separate Subforum For Tournaments

As of late, the number of tournaments as well as participation in them has been growing fairly rapidly. Thus, I have a simple suggestion: Add a separate subforum or sub-subforum (perhaps attached to Reassembly Discussion if the latter) where tournament rules and threads can be posted, active ones stickied, tournament-specific fleets shared, etc.

I think this would offer a definite improvement over cluttering the discussion thread with somewhat irrelevant tournament notices, and would help accommodate further growth in this facet of gameplay.

Also, can we increase Camo's permissions so he can create forums and sticky threads? :)
